in the situation room. they're working very hard to avoid the fiscal cliff. thanks so much for coming in. for so long, republicans wanted to extend the bush tax cuts forever, now for 98% of the american people, the democrats are saying, we're ready. we've given up, we'll let you have those bush tax cuts for as long as possible. let's just resolve that, we'll move on to some of the tougher issues later. let's make sure that 98% of the american families have these lower tax rates into next year. why not give that? >> the debate over those top two pshsz, is really a strong man debate. what we need is tax reform in america. we need a simpler less complicated tax code. >> i agree with you. we need a tax reform. why not resolve this one issue, make sure taxes don't increase for 98% of the americans, 100% of americans for their first $250,000 a year. let them have that, and then move on to tax reform and some of the other issues. >> i think it's important not to confuse a quick fix with a real fix. we could increase the top 2% their tax rates to 100% and it would cover 91 days worth of spending. it doe

weekends now before the u.s. comes face to face with the fiscal cliff. tonight on "special report," house speaker john boehner says there has been no progress in negotiations with the president. he is again calling on mr. obama to come up with a new proposal. vice president joe biden says a deal could be done in 15 minutes. all this comes as the government announces a gain of 146,000 jobs in the month of november. the unemployment rate fell to 7.7%. that is the lowest in four years but that was mostly due to people who stopped looking for work. both sides agree the u.s. does not want to follow down the path of greece. what is to blame there? too much austerity or too much taxation? we'll look at the problems inside his own party, for speaker boehner. it's friday. that means the lightning round with the panel. comes along, and we proverbially fall off the fiscal cliff. where will we feel it first? >> it's one thing after another. first thing is the payroll tax holiday. right away the first week you would have less money in your paycheck. people like alicia immediately would lose that check, and there's going to be 2 million people at the end of december who would lose their checks and another million by the end of the first quarter who would lose their checks according to the national employment law project. and your tax rates could go up for everyone. you could pay a higher tax rate, and guys like jeffrey sheninger have to figure out how to change that when you get paid by your company. >> effectively on january 1st we start to feel it if your employer can get their software changed. whether you see it on your check or not, it's going to be there ultimately at some point. bad news and very interesting news at the same time. >> i love her outlook about next year, though. even alicia has a promising outlook on next year. she thinks it will look better, and that is what carries her through.

the president and congress to come some sort of compromise on avoiding the fiscal cliff. only 18% of people say they still want each side to dig in their heels and stand on principle. both asking each other could you be more specific? aids say the president wanted boehner to offer up more issues on the tax revenue, and boehner wants the president to be more particularly about spending cuts. states have until this friday to tell the federal government whether they want to set up their own insurance exchanges or do it themselves. the government has given conditional approval to six tait -- states who want to do it themselves. six want a state and federal partnership, and six haven't said anything at all. tennessee is the latest to say it won't set up an online marketplace bringing the total to 21. republican governor said he is not a fan of the care act but he is one of several republicans who just did nothing until now, hoping the law would be overturned. we're back after the break. ♪ in the ten commandments is what >> she's joy behar. ... and current will let me say a
